The city's permit FAQ says replacing flooring or painting in a house does not need a permit. It says flooring replacement in an apartment or condo does. It does not mention epoxy or floor coatings 4.
Coating a slab is not the same as replacing flooring. We cannot say which side your job falls on. Ask the Building Division at Development Services before you hire anyone. Its page lists a main phone line: 561-805-67005.
Check your HOA or condo documents too. Under section 720.3035, an HOA committee may review exterior appearance only where the governing documents allow it 6.

Is my West Palm Beach garage floor too old to coat?
We know of no age cutoff. What matters is the state of the slab: moisture, cracks, old paint or sealer, and the surface. A test and a look at photos settle it.
